Upload inference configurations

Add the inference configurations for the two major experiments in the HiRO - ACE manuscript:
1.) Global downscaling of ACE2S using HiRO for 2023 (ace2s_inference_config_global.yaml and hiro_downscaling_ace2s_global_output.yaml)
2.) Downscaling 10 years of ACE2S using HiRO (ace2s_inference_config_pnw.yaml, hiro_downscaling_ace2s_pnw_output.yaml)
